This problem is everywhere. If you visit newly developed areas in Chennai, you can see the road level is higher than the floor of house. There are two alternates to overcome this issue.
1. The Govt. has to remove the old debris whenever they laid a new road.
2. We have to plan the roof of the ground should be little bit height. Say, it you want to fix the height of roof as 10 feet in the ground floor, you make it 12 to 15 feet high. In the future if the road level is higher than your floor level, just you can alter your doors and floor above the ground level. In this case, expenses of renovation will cost low. After this renovation your floor height will be 10 feet if you already had 15 feet floor by increasing the your floor 5 feet to the level of the road.
