Practically, municipality cant control the people to not use motors, but they can monitor water meter to calculate monthly pay or supply limited as similer as they are doing for electricity distribution. Not sure what happened to the meters fixed in all our homes in the past (10years ago) and why they stopped this technique.
Basic thing is Municipality must know how much quantity of water sent by source, recived by destination, distributed to locals to tally their responsible monthly calculations. Do they have this data to answer all of our questions related to water problem.
Allah is very gracefull and providing all resources (including rain water) in this world, but we are missing to setup infrastructure to save rain water and talking about how to remove waste water on road while rainy season.
I never know we are sending rain water to Paabanaasam dam or Aathur lake while rainy season, but expecting water from there during summer. How its reasonable? We need to change the one way water supply to two-ways. The current method of Saving rain water in home tank is not successfull in my experience as the water impure and smelly due to long time storage in tiny area.
