My humble suggestion is that before going for this work, the administration must have done repairs of these shut of valves.
There is lot of leakage water from this valve from the gland packing, while the valve is is open position. As a result, apart from the water wastage, there is lot of water accumulates in the closure and mix with seepage of sewage or under ground water mix with this storage and when the water valve is closed this accumulated dirty water goes back to the supply lines and accumulates in the pipe line.
When the valves is opened, this dirty water is also carried along with the potable drinking water and supplied to the house hold connection.
This phenomenon is true even when the water in the supply pipe lines running sideways or across the road leaks and accumulates on the roads. When supply is stopped the water thus accumulated on the roads with animal excreta will seep to the pipe line again and supplied the house hold when the water supply is resumed.
This must be also one of the reasons for the disease spreading among children in our native place. We can take a sample of water from the house hold near these leaks takes place and from the main overhead tanks and see the difference counts of bacterias presents.
My suggestion is that please include this repairs also in the tender immediately or at the earliest possible.
