I echo the views of Salih and Abdul Cader Alim Bukhari. There isn’t data to prove those with political background excel in deliverance. Political background is immaterial for a capable panchayat leader. All it takes tireless efforts, steadfastness and vision. Not only those with national party background delivered too little, but also none of the national parties operate democratically anyway. None of them practice democracy within the party and are all individuals’ fiefdoms. Although, quiet understandably, for the benefit of town the national parties should be kept out of this local body election, the process should give room for a healthy democratic competition.It is for the good of the town to elect a president with principles and who identifies himself or herself with the people than who can bend the rules to achieve the goal.
People who have interest should be allowed to put forward their social service vitae and their vision for the town. There is nothing wrong for a person to express his or her interest to run for office. Atleast some are brave enough to brush the leadership; and needless to remind this is not a feather on the crown and this is not a decorative position.
There should be fresh blood in the leadership every five to ten years regardless of the deliverance by incumbent town president. This will bring new thoughts and new way of looking at matters. It is necessary to keep the society vibrant and progressive. The town president should be active and approachable by people from all wakes of life. Should be open minded, but strong minded; humble, but determined; pragmatic, but uncompromising.
If a woman is capable, she should be allowed to hold office. The prejudice against women in leadership is unhealthy and setting up a wrong precedence. There isn’t any data to prove women as bad leaders and men as better leaders. Irony is women are already in leadership roles in many kayalpatnam homes where the figurative head of house, the father, is missing for most part of a healthy family relationship and women in kayalpatnam doing much better than their male counterparts when it comes to acquiring knowledge.
Give podium for all candidates to put forward their vision; let people question them in public; and let the people decide. When there is already a process to elect the president, why innovate another process and why attempt to project single leader? Just like there is no data to prove those with political background can deliver, there isn’t any data to prove fielding more than one candidate would undermine the unity. If people think there will be problem with the unity, then it is really shame that people haven’t learned their lessons and mature in intellectual plurality.
But whoever are the candidates – make sure
a) The sign up in writing that they will resign their position if they doeth wrong when in the office. They will resign if more than half the eligible voters in the town signs up for recall.
b) They will be accountable for each and every promise they make.
c) They understand what it means to be a town president.
d) They understand the current issues in the town.
e) They understand the Himalayan efforts.
The rights to elect and recall should reside with the commoners. Those take up responsibility should be made accountable that they live up to it. There isn’t anything like democracy for making change without spilling the bloods; however, democracy as practiced in India has lot of its flaws. It fails to assure confidence to the same people who elects the leaders and often they are let down by the system; nevertheless, it shouldn’t hinder any value-add covenants for checks and balance.
