Assalamu Alaikum.

In the view of the images of stagnent of rain water in the roads, my opinion is, its purely mistakes on the tenders, road contractors and our panchayath supervision.

B'cas first of all the cement road is not advisable ,then as per my experience if you are making road there should be centre slope (crown) is not there.

Always follow the regulation as per Highways rules. The surrounding road level should be lower than the road ends on either sides of the road( in case of walkway provided- storm water kerb inlets to be provided).
