The right procedure is not followed during the inspection hence it is not meeting the required standard however it should be tested in the laboratory then only it can be confirmed the quality of the meat.
On the other hand the standard procedure should provide all the shop keepers in advance then to be inspected and ensured that they follow the procedure.
Most of them are uneducated and not understanding what procedure to be followed and whether it is hygienic or not?
To resolve this problem some advise to be provided or training to be conducted so that we can reach the required standard.
