As Brother Syed Ibrahim told, we have to have the list of deserved pupils centrally and leave the distribution to the concerned group. This is well initiatives to be done Insha Allah in the near future (Computerized) in order to avoid the crowd control and time consuming (waiting in the long queue).
Now the procedures have been setup for selection of pupils through IQRA is so good. Distribution can also be done by letting the concerned group has the list of deserved pupils accordingly (Area wise) with monitoring body and for the distribution. This can avoid the duplication, shortage, crowd control and time consuming.
