Publishing IP address opens up the computer for port scanning, thus creates security issues to those posting messages. You could obfuscate the email-ids just to defend from spiders; however, displaying full ip is not agreeable.
I appreciate if you could make your case how this helps transparency; nevertheless, if the aim is to establish non-repudiation, the site can allow only registered users to post comments. Some forums today allow folks to post comments through various identity providers to which the user is already a registered user, reducing the burden of registering into this site.
Publishing IP address would discourage people from posting comments. The option then others have now is to post messages through anonymous proxies in which case the stated purpose can be still violated.
