To me as a civil engineer I see this problem as
1) we have constructed already storm drain system links to sea
So why rain not pumps into built storm drain.
The first reason a drainage slope towards storm drain is maintained that is evident from each street had his own level.
Secondly unorganised speed brakers that is blocking water flow.thirdly dumping of construction sand, gravel in streets.
2) Municipality before giving approval to flats make sure the existing drainage slope can pump rain water into storm drain or instruct concerned to make levelling sand
