As the installed flow meter is new, the chances of error is very minimal. As a standard practice, flow meters are factory set and sealed. Still, independent third party inspection bodies like TUV, Lloyds can be contacted to calibrate and certify the flow meter.

The suggested mobile flow meter from Tuticorin , which is commonly known as mobile flow meter provers is used to calibrate / check the existing flow meter in situ. Since that mobile prover too is coming from a government source…..the doubt remains.

The first biogas plant of the Pune Municipal Corporation (PMC) commissioned in 2010 as a solid waste management measure is making too much wrong noises.

……….Right to Information (RTI) Act revealed that MPCB field officers had found noise levels at the plant far higher than permissible limits.

The field visit of the MPCB also brought to fore that the complaint of the residents of foul smell, and excess methane being burnt leading to air pollution and effluents polluting the water had some substance to it……

Possible neighborhood conflicts

Emissions, particularly smell and noise emissions cannot be avoided. Thus, the site has to be selected in view to possible conflicts with neighboring areas. Are there residential areas in proximity (this should be analyzed in view to the prominent wind direction?) For analyzing these potential conflicts a legal and a real level should be scrutinized:

On the legal level it should be analyzed:

- Is any legal planning instrument enforced which prohibits the installation of a biogas plant?

- Is any legal planning instrument enforced which defines using purposes in this neighborhood that might create conflicts (e.g. residential areas, areas of cultural heritage or nature protected areas)?

In engineering things are decided based on established standards and tangible evidences and not on face value.

What I mentioned is my understanding of biogas after 23 years in power industry especially in control of fuel gas processing for more than 10 years in one of the largest power facility in Asia. I am quite sure my knowledge is limited as technology tends to change by each passing day. This is only an observation and I could not understand why Mr. Abdul Wahid is so nervous in his reply. I have no intention what so ever to give a false BUILD-UP as mentioned by him. Neither I got any hidden agenda nor objective to mess around.

It did not require high technical knowledge to understand the health hazards around a solid waste dump. If someone got a proper and sensible nose, he can feel the stench around the dumpsite. Guys who advocate the site near residential area should try to shift their houses near these facilities or at least try to find a location for this facility at their back yard.

I don’t want someone in this caliber to certify my technical credentials. If required I am ready to write a much bigger reply with ASME and NFPA codes governing these types of plants and what are the safety guidelines followed not in Tharapur but Internationally.

For Mr. Abdul Wahid’s information, DCW got clearance from TNPCB and other government bodies for their industry, still why you guys are behind that. Do you think you are much smarter than them or you feel what TNPCB did is based on wrong judgment? If you think government engineers are much smarter than others, apply your understanding in all areas. One thing I can understand now, in kayal the condition is “if you are not with us then you are against us”…..Grow up guys!!!!

MEGA’s intention may be right. But no one will accept a biogas plant and a solid waste dumpsite at his back yard. Biogas plants produce large quantities of combustible and toxic gases like methane, CO2 and H2S which pose increased fire, explosion or asphyxiation hazards in case something gone wrong. In the event of an incident at the plant, damage to life, property and environment surrounding the plant is inevitable. Methane, a highly volatile and explosive gas needs such a stringent monitoring against leak, I think we would hardly able to do that. Keeping safety and health concerns in mind, I think it is wise to keep these projects much away from residential areas, preferably away from city limit.
