காயல்பட்டினத்திற்கான இரண்டாம் குடிநீர் திட்டம் தொடர்பாக - தாம் எடுத்து வரும் நடவடிக்கைகள் தொடர்பாக திட்டமிட்டு பரப்பப்படும் புரளிகளை பொதுமக்கள் நம்ப வேண்டாம் என “நடப்பது என்ன?” சமூக ஊடகக் குழுமம் சார்பில் கேட்டுக்கொள்ளப்பட்டுள்ளது. இதுகுறித்த அறிக்கை:-

காயல்பட்டினத்தில் இரண்டாம் குடிநீர் திட்டம் மூலம் குடிநீர் வழங்க “நடப்பது என்ன?” சமூக ஊடகக் குழுமம் தடை வாங்க முயற்சி செய்வதாக குழுமம் ஒன்று உண்மைக்குப் புறம்பான தகவலைத் திட்டமிட்டு பரப்பி வருகிறது.

இதுபோன்ற பொய்யான தகவல்களையும், புரளிகளையும் பரப்பும் அமைப்புகளுக்கு விளக்கம் வழங்கி, “நடப்பது என்ன?” குழுமம் தனது நேரத்தை வீணடித்தது இல்லை. எனினும், சமூக ஆர்வலர்களுள் ஒரு சிலர் - “இது தொடர்பான விளக்கத்தை வழங்குவதன் மூலம் - விஷமிகளை அடையாளம் காண முடியும்” என அறிவுறுத்தியதன் அடிப்படையில் இந்த அறிக்கை வெளியிடப்படுகிறது:-

நகரின் குடிநீர் பிரச்சனை தொடர்பாகவும், இரண்டாம் குடிநீர் திட்டம் தொடர்பாகவும் துறை சார் அதிகாரிகளுக்கு - “நடப்பது என்ன?” குழுமம் வழங்கியுள்ள வெவ்வேறு கடிதங்களில் மூன்று கோரிக்கைகள் மட்டுமே முன்வைக்கப்பட்டுள்ளது:-

(1) பொன்னன்குறிச்சி திட்டம் குழாய்கள் மூலம் காயல்பட்டினத்திற்கு வினியோகிக்கப்படும் தண்ணீரை, தற்போது பழைய இணைப்புகள் மூலம் வழங்குவது வரவேற்கத்தக்கது ("a welcome step")

(2) உள்ளூர் குழாய்கள் பதிப்புப் பணிகள் & வீட்டு இணைப்புகள் வழங்கும் பணியை வேகப்படுத்துவதன் மூலமே - இத்திட்டத்தின் முழுப் பயனை மக்கள் அனுபவிக்க முடியும். எனவே, அப்பணிகளை விரைந்து முடித்திட குழு அமைக்கவும்.

(3) புதிதாக வரவுள்ள இரண்டாம் குடிநீர் திட்டத்தை - முறைகேடுகளிலிருந்து முழுமையாகப் பாதுகாத்திட, பழைய திட்டத்தின் முறைகேடுகளுக்குக் காரணமான நபர்களை விரைவாகப் பணியிடமாற்றம் செய்யவும்.

இதுதான் அக்கடிதங்களின் சாராம்சம். அக்கடிதங்களின் முழு வாசகம் கீழே வழங்கப்பட்டுள்ளது.

எனவே, பொய்யான தகவலைத் திட்டமிட்டு பரப்பும் சமூக விரோதிகளின் பரப்புரைகளை பொதுமக்கள் நம்ப வேண்டாம் என அனைவரையும் கேட்டுக்கொள்கிறோம்.

Sub:- Kayalpattinam Water Project – Internal Distribution Line – HSCs - reg

A new water project for Kayalpattinam is presently being implemented in Kayalpattinam Municipality, Thoothukudi District. It is being implemented at the cost of Rs.30 crores - sourcing the water from Thamiraparani River, about 27 kilometres from Kayalpattinam. The project also envisages laying of Internal pipes of nearly 50 kms length and providing new house service connections.

We understand the laying of pipe for 27 kilometers from the water drawal site at Ponnakurichi to Kayalapttinam is complete. We further understand the Municipality is planning to draw water from Thamiraparani and distribute right away through old distribution line. Considering that there is a severe water crisis, this is a welcome step.

However, we would like to point out - the work of laying Internal Water Distribution pipes is still incomplete and work on new house service connections has not even begun.

As you will be aware, giving water from a new location through old distribution lines will not solve the problem substantially - since the existing water project, even though was provided with 2 million litres of water per day by TWAD Board - didn't function properly (and people were getting water once in 15 days to 30 days), due to severe problems in the existing distribution line. Hence, it is imperative work on completing Internal Distribution Pipe Lines and provision of new House Service Connections is speeded up and completed without further delay.

We fear - the officials would become lethargic once the water starts flowing from the river using the new Pumping line and is distributed through old distribution line.

Hence, we urge you to kindly appoint a special team to monitor on a day to day basis the work with regard to Internal Distribution Pipe Line and laying of new House Service Connection - completion and functioning of which alone would truly fulfill the objects of the new Water Improvement Scheme of Kayalpattinam Municipality.

Sub:- Drinking water problem in Kayalpattinam – new water project – transfer of existing staff – release of water distribution schedule – reg

Kayalpattinam Municipality (pop. 45,000), situated in Thoothukudi District, is presently facing severe drinking water problem. There are about 9000 water connections in the town. The piped drinking water is supplied by TWAD from a facility located at Mela Authoor (10 kms away). The daily supply used to be 20 lakh litres per day. Since the monsoons have failed, the supply is now reduced to 5 lakh litres per day.

As per Government Standards, the drinking water LPCD is 90. For the population of Kayalpattinam, as per original quantum of water supply (20 lakh litres per day), piped drinking water must have been provided once every second day - since the daily requirement is little less than 40 lakh litres. As per the current quantum of water supply (5 lakh litres per day), the supply must be done atleast once in eight days.

Unfortunately, when the TWAD supply to Kayalpattinam was 20 lakh litres per day, Municipality was supplying water only once in 5 - 15 days; when the TWAD supply is 5 lakh litres per day, Municipality is supplying water only once in a month.

To tide over the problem, Municipality is providing drinking water through lorries. We would like to bring to your kind attention - there is no transparency with regard to who has been awarded the tender, on what basis tender was awarded, where is the water sourced from, how many lorries of drinking water are deployed every day? The quality of water of provided is not suitable for drinking or cooking purpose.

A new water project dedicated to Kayalpattinam Municipality is nearing completion at the cost of 30 crore rupees. The problems faced by Kayalpattinam Municipality with the current drinking water supply network has been highlighted - in 2012 - by the then Chairman of TWAD, Mr.Ekambaram IAS through a letter addressed to the then Chairman of Kayalpattinam Municipality, Mrs.Abeedha Shaik - copy of which is enclosed.

A careful perusal of the letter would make it clear - that during the course of the previous drinking water system's lifetime, hundreds of illegal water connections and connections via main pumping line were given by the staff of Municipality.

We would like to bring to your kind attention - the personnel of Kayalpattinam Municipality incharge of drinking water supply has been just two persons for well over 17 years namely Mr.Nizar Ahamed (fitter) and Mr.Baskaran (officially a night watchman, but has been with the water supply department). They have continued in this position all these years - seeking no promotion or transfer. They are the persons who are wholly responsible for providing illegal water connections and connections via main pumping line.

We earnestly place the following requests before you:

(1) Please transfer Mr.Nizar Ahamed and Mr.Baskaran - out of Kayalpattinam Municipality, in order to protect the long awaited, new drinking water scheme - which is set to be launched sometime this month. If they continue in their present positions, they will destroy this dream project of the people - through their various illegal activities like they did with the earlier drinking water supply system.

(2) Please instruct the Municipality to release in advance the ward-wise schedule of supply of drinking water through pipe as well as tanker lorries - so that people would be able to avail of the drinking water. Currently, there is no notification to the public in this regard.
