Not sure which part of the news is unclear to you. English translation of the news item is as follows:
As per Income Tax Act rules, a person having stayed for 181 days or less in India in the preceding year, is defined to be a Non-Resident Indian (NRI). His income earned abroad will not be subjected to taxation.
From the Assessment Year 2011-2012, the 181 days limit is being reduced to 59 days. In addition, (he/she) must have also stayed for less than 365 days in India in the last 4 years.

still my doubt prolongs,is the foreigners who are from india or people who already in india, who is said to be NRI? give me clear explanation.if people as you said living in india with 181 days which means all indians are said to be NRI?

All Indians will not be NRIs. Definition says - in the preceding year (meaning in the 365/366 days of the Financial year), had you stayed for less than 181 days in India (meaning - for the balance days, you had been out of India), you will be considered an NRI. I hope this clarifies.

To spin the head more, here we go
Non-resident is synonymous with "person resident outside India" i.e working abroad for indefinite period of time, like we do in Middle Eastern countries etc., AND AND he should not spend more than 181 days during his yearly vacation in India, in another word we can stay maximum 6 months in any given year.
Now that 6 months was reduced to 2 months i.e 59 days. And moral of the story is, IF you stay in India more than 2 months you are considred as resident of india , not as non-residents of India and so incoome Tax officer has right to storm our house
