காயல்பட்டினத்தில் துணை மின் நிலையம் அமைப்பதற்கான நிலம் வாங்க நிதி தேவைப்படுவதாகவும், உலக காயலர்கள் உதவுமாறும் காயல்பட்டினம் முஸ்லிம் ஐக்கியப் பேரவை கேட்டுக்கொண்டுள்ளது.

இதுகுறித்து, பேரவைத்தலைவர் ஹாஜி எம்.எம்.உவைஸ் தெரிவித்துள்ளதாவது:-

நமதூரில் வீடுகளின் எண்ணிக்கை அதிகரித்து வருவதையடுத்து, மின்சார உபயோகம் கனிசமான அளவுக்கு உயர்ந்து வருகிறது.

தற்போது, ஆறுமுகநேரி துணை மின் நிலையம் வழியாகவே நமதூருக்கு மின் வினியோகம் செய்யப்பட்டு வருகிறது. நடப்பு மற்றும் வருங்காலத் தேவையைக் கருத்தில் கொண்டு, நமதூரில் துணை மின் நிலையம் அமைக்கப்பட்டால் நாம் தங்குதடையின்றி மின்சாரத்தை உபயோகித்துக்கொள்ள இயலும்.

இதுகுறித்து, காயல்பட்டினம் கே.எம்.டி. மருத்துவமனை கூட்ட அரங்கில், நகர்நல விரும்பிகள் கலந்துகொண்ட ஆலோசனைக் கூட்டம் 22.12.2010 அன்று நடைபெற்றது. நமது பேரவையின் நெடுநாள் கோரிக்கையான “காயல்பட்டினத்தில் துணை மின் நிலையம்” செயல்படுத்தப்படவுள்ளதாகவும், அதற்காக ஒரு ஏக்கர் நிலம் தேவைப்படுவதாகவும், ஒரு மாதத்திற்குள் இடம் கிடைக்காவிடில் ஆத்தூரில் துணை மின் நிலையம் அமைக்கப்படும் என்றும் தெரிவிக்கப்பட்டுள்ளதையடுத்து, கே.எம்.டி.யில் நடைபெற்ற அக்கூட்டத்தில் பொதுமக்களிடம் இதுகுறித்து நாங்கள் ஆலோசித்தோம்.

தனி நபர்களிடமிருந்து நிலமாக வாங்குவதென்பது குறுகிய காலத்தில் செயல்படுத்த முடியாது என்பதால், நன்கொடை வசூலித்து, தேவைப்படும் நிலத்தை கிரயத்திற்குப் பெற்றுக்கொள்ளலாம் என அக்கூட்டத்தில் தெரிவிக்கப்பட்ட கருத்து ஒருமனதாக ஏற்கப்பட்டது.

சுமார் 20 லட்சம் ரூபாய் வரை தேவைப்படும் என மதிப்பிடப்பட்டுள்ளது. துவக்கமாக, நகர்மன்றத் தலைவரும், வாவு வஜீஹா கல்லூரி நிறுவனருமான ஹாஜி வாவு செய்யித் அப்துர்ரஹ்மான் அவர்கள் ஒரு லட்சம் ரூபாயும்,

ஹாஜி லேண்ட்மார்க் ராவண்ணா அபுல்ஹஸன் அவர்கள் ஒரு லட்சம் ரூபாயும்,

வாவு சகோதரர்கள் 50 ஆயிரம் ரூபாயும்,

எனது (உவைஸ் ஹாஜி) பங்களிப்பாக 50 ஆயிரம் ரூபாயும்,

ஹாஜி கத்தீப் மீராஸாஹிப் அவர்கள் 50 ஆயிரம் ரூபாயும்,

ஹாஜி பாளையம் முஹம்மத் ஹஸன் அவர்கள் 50 ஆயிரம் ரூபாயும்

ஆக மொத்தம், இந்த ஆலோசனைக் கூட்டத்திலேயே நான்கு லட்சம் ரூபாய் இந்த வகைக்காக நன்கொடை தொகைக்கு ஒப்புதல் பெறப்பட்டுள்ளது.

இன்னும் தேவைப்படும் தொகையை விரைவாகப் பெற்றிடும் பொருட்டு, உலக காயலர்களாகிய உங்களிடம் நான் அன்புடன் வேண்டுகோளை முன்வைக்கிறேன்.

காலத்தின் அருமை கருதியும், நமதூரின் இந்த அத்தியாவசியத் தேவையைக் கருத்தில் கொண்டும், இந்த வாய்ப்பை நழுவ விட்டால் நாம் சந்திக்க வேண்டிய இழப்பை மனதிற்கொண்டும், தாராளமாக நன்கொடைகளைத் தருமாறு அன்புடன் வேண்டுகிறேன்.

I am not sure it is wise for Kayalites to cough up 20 lakhs to acquire land for EB. It is true a sub-station's role is to stabilise power supply (and we will be ultimate beneficiaries), but should we use our money to give land for free (even though it is for our cause)? Please check the following link http://www.hindu.com/2010/11/26/stories/2010112661490300.htm. As you can see, TNEB is acquiring lands (presumably at its cost) to build sub-stations in those locations.

A sub-station would probably cost about 10 crores to build. Couldn't TNEB spare 20 lakhs for the cost of land in this? One can understand difficulty in acquiring/identifying land - where we can assist/spare land, but why collect money and give the land free? That money can be used for someother good cause.

If that is the TN Government's universal policy, that is fine, we can raise money. But the government is not without money and as we can see, elsewhere they are paying to acquire land. What then is the use of being upgraded to second grade municipality and in two years time, to first grade municipality, if we still have to pay government for it to do its job?

Many Kayalites/institutes have given land for Transformers in Kayalpatnam for free. What next then? If a transformer is to be built in some location in future, will we then raise money for that land too or may share in the burden of buying transformer units?

I am not an expert on this, but surely if the TNEB has decided to bifurcate Arumuganeri Sub-station and build one more to relieve burden on Arumuaganeri unit, we are going to be benefitted even if the sub-station comes up in Authoor (and relieve pressure on Arumuganeri).

We must use RTI and enquire the actual going ons on this matter.

3. Financing the Land for Substation

It’s been clearly said by the president that the government (TNEB) will pay back the value we invested, but not in full! Please note our president’s comment as “நாம் கிரயத்திற்கு வாங்கிக் கொடுக்கும் நிலத்திற்கு அரசாங்கம் நிர்ணயித்துள்ள தொகையை மின்வாரியத்திடமிருந்து பெற்றுக்கொள்ளலாம் எனவும் தெரிவிக்கப்பட்டுள்ளதை அறியத் தருகிறேன்.”

The need for substation in our locality (rather in Aathoor) is very important to avert any further power supply disruption/shortage after establishing the sub-station.

Also please note, “காயல்பட்டினம் முஸ்லிம் ஐக்கியப் பேரவை” would have had analysed every possible means, prior requesting donation from the public!

I request the readers and community members to give their fullest support in this matter to காயல்பட்டினம் முஸ்லிம் ஐக்கியப் பேரவை.

Bro.Abdul Kader, Assalamu alaikum,
My mistake in giving the impression it is totally free for EB. I meant to say why give free money at all (big or small) to government, when such kind of things are not expected from other towns.

If I am not mistaken, something similar happened with a building for registration office or something in Kayalpatnam - same blackmail if you don't find us land, we will move elsewhere. Where then is the clout in having moved a notch to become 2nd Grade municipality?

My point is we should have been more forceful in exercising our right, find out whether EB can move away from our town so easily (given - here - power consumption is more - lots of TVs, ACs, PCs in many houses).

It is fine things are moving at last on this front. Would be a milestone in Kayal history when the sub-station is opened. I was just worried - whether sometimes we give into threats very quickly (though, in the current matter, that may not be the matter as you suggest).
